What Global Talent Assessors Actually Look For

The public guidance tells you the criteria. It doesn't tell you how assessors apply them. Here is what actually determines a pass or fail at the assessment stage.

The Tech Nation (now DCMS/DSIT) Global Talent assessment criteria are publicly available. The problem is that the published criteria are a checklist written by lawyers, not a manual written by assessors. Reading the official guidance tells you what the criteria are. It doesn't tell you how borderline cases get decided, what separates a strong application from a merely good one, or which evidence formats consistently perform better than others.

How Assessment Actually Works

Each application is reviewed by at least two assessors — typically senior professionals from the UK tech or digital sector. They are not Home Office employees. They are practitioners: founders, VCs, academics, CTOs, product leaders. Their job is to evaluate whether an applicant meets the standard for their sector, using their own professional judgment.

This has an important implication: the assessors are your peers, not bureaucrats. They can tell the difference between genuine sector-level innovation and well-packaged internal performance. They have seen hundreds of applications. They know the patterns.

What They Are Looking For

Specificity over generality. An application that makes specific claims — "our payment gateway reduced fraud rates by 34% across three UK banks, as documented in the attached case study from HSBC" — reads entirely differently from one that says "I developed innovative payment technology that had significant impact on the UK financial sector." Both might be true. Only one proves it.

Assessors are trained to be sceptical of general claims. Every time they see a superlative without evidence — "world-class," "exceptional," "significant" — they are looking for the specific evidence that supports it. If the evidence isn't there, the claim weakens rather than strengthens the application.

External vs internal recognition. Assessors are specifically looking for recognition that originates outside your organisation. Internal promotions, performance ratings, and colleagues' letters can be contextualising supporting material — but they do not constitute independent recognition. What does? Press coverage, peer citations, invitations to speak or judge from external bodies, academic or industry references, adoption by other organisations.

A common mistake: applicants list their career progression — promoted three times, consistently excellent reviews — as evidence of sector-level recognition. From the assessor's perspective, this is evidence of being a good employee, not of exceptional contribution to the sector.

The reality check: "would I hire this person?" This isn't an official criterion, but it reflects the genuine heuristic that many assessors describe. Not "would I hire them for a good job" but "is this someone who would be recognised as genuinely exceptional within my professional network?" If the answer is no — if the application, taken at face value, doesn't describe someone who the assessor's peers would clearly identify as exceptional — it doesn't pass.

The Evidence Review Process

Assessors work through the evidence pack systematically. Here is what they notice:

Mandatory criterion first. If the mandatory evidence doesn't pass, the optional criteria don't matter. Assessors are not looking for ways to compensate for weak mandatory evidence with strong optional evidence. The mandatory criterion is the gate.

Recommendation letter quality. Assessors read letters with professional scepticism. They notice: Is the recommender someone they would recognise or be able to verify? Is the letter making specific claims or vague endorsements? Does the recommender explain their own standing in the field? Is there any indication the recommender actually understands the applicant's technical work?

A letter from a CEO that says "I have worked with X for five years and they are the most innovative engineer I have encountered" — with no technical specifics, no sector context, and no explanation of why the CEO is qualified to assess technical innovation — is a weak letter. A letter from a known investor or senior figure in the sector that explains specifically what the applicant built, how it affected the industry, and how it compares to the applicant's peers — that is a strong letter.

The plausibility test. Assessors apply a general plausibility test to the whole application. Does the evidence hang together? Is the level of claimed impact consistent with the applicant's career history? Are there specific time periods or companies mentioned that would allow independent verification if needed? A coherent, internally consistent narrative — even for a less prominent applicant — outperforms an ambitious but internally inconsistent one.

Common Assessor Frustrations

If you could listen to assessors talk about their work, these are the patterns they notice repeatedly:

  • Applications that lead with impressive company names (Google, Meta, Deliveroo) rather than specific contributions. Working at an exceptional company doesn't make you exceptional in the sector.
  • CVs formatted for job applications, not Global Talent applications. The same achievements look completely different depending on framing.
  • Personal statements that read as cover letters or LinkedIn summaries. "Passionate about technology," "strong track record," "proven leader" — these phrases communicate nothing to an assessor.
  • Letters from internal colleagues who describe the applicant as brilliant but can't explain why the work matters at sector level.
  • A mismatch between claimed impact and provided evidence. "Changed the way the industry approaches X" with no evidence that the industry actually changed.

What Consistently Passes

Applications that consistently get through have these in common:

  1. A mandatory criterion case that can stand alone — strong enough that if the optional evidence were removed, the application would still be compelling
  2. At least one recommendation letter from someone externally recognised in the sector who makes specific technical claims
  3. A personal statement that functions as an argument, not a summary
  4. Quantified impact wherever possible, with the source of the data identified
  5. A coherent narrative — the CV, personal statement, and evidence all tell the same story from different angles
